Fixed dot size in halftone?

Heres another question for you guys,
I finally figured out how to produce halftone separations without having to pay for a rip program. Will have to run my test print by a professional screen printer to make sure its commercially usable. Anyways, he suggested to me prior, to idealy have the halftone dots a fixed size and increase/decrease white space inbetween to create a good gradient print. Now that I have just printed my first halftone film I can understand why this seems ideal as when the gradient gets closer to white the dots become really small and may not expose properly.
Does anyone know how to achieve a fixed dot size?
