issues with 305 mesh on 100% cotton paper

Hey guys. I've been running into issues with printing on 100% cotton rag paper using a 305 mesh and water-based inks. The tiny detail is fine, but then the floods of ink are speckling out and not printing correctly. When I pull the same screen on a cover stock, it prints alright, so it seems like maybe the texture of the paper is the issue.

Has anyone else run into this and if so, does anyone have any solutions? Is it my squeegee angle, pressure, brake, etc.?

I was thinking of perhaps dividing up the floods and the details and running two different screens for the same color. Thoughts?

Have you tried thinning the ink?
